Septic Systems & the OLDS Program

The Township began implementation of the On-Lot Management Program on March 1, 2007. An On-Lot Management Program is designed to ensure that On-Lot Disposal Systems (OLDS) are maintained properly to avoid malfunctions or failures. The On-Lot Management Program was a strategy identified by the West Earl Township Act 537 Plan Official Sewage Facilities Update to mitigate existing and potential health risks and environmental pollution associated with improper disposal of sewage.

The On-Lot Management Program is designed primarily to ensure proper maintenance through regular septic tank pumping and OLDS inspections. This will be accomplished by requiring each user of an OLDS to obtain a Use Permit. The Use Permit will be valid for three years and will require:

  • A written record that the system has been pumped by a septage hauler registered in the Township.
  • A visual inspection of the system by a registered septage hauler, a Township inspector or by an approved third party.
  • An application fee of $10.00.

In order to implement the Program in an orderly manner, the Township will be divided into three districts. Each OLDS user will receive a notice to apply for a Use Permit. Each notice will include a Use Permit Application, an OLDS Inspection Report and an OLDS Pumping Report. These forms, along with the application fee, must be completed and submitted to the Township within three months after the date of notification. An initial pumping will not be required for your Use Permit if you can provide written documentation that your OLDS was pumped within two years of the notification date.
